Sydney and GHG protocol

In preparation of our visit to Australia (SB08) we found more details on "Carbon neutral Sydney".
At a first glance this applies to the governmental offices so far and street lighting, The website is one of the best documented so far, with a definition, and explanation of calculation for instance. See:
http://www.cityofsydney.nsw.gov.au/Environment/GreenhouseAndAirQuality/WhattheCityisdoing/CarbonNeutral.asp

from the website: Carbon neutral can be defined as:
"an umbrella term used to describe a state where emissions have been reduced or offset by a variety of actions, including the reduction of on-site energy consumption, the use of renewable energy for on-site power consumption and the offsetting of remaining emissions."

Emissions accounting was based on the Greenhouse Gas protocol, by WRI and WBC :

The above will be studied and findings included in a revised paper .
